Rick started his public service career when he joined the U.S. Army in 1977. After serving 3 years as a Military Policeman, Rick joined the Baytown, Texas police department in 1980.

Rick worked as a police officer in Baytown for 5 1/2 years (Patrol, Jail, & Dispatch) before moving to Austin, Texas where he joined the Travis County Sheriff’s Office (TCSO) in 1986.

Rick’s 25 year career with the TCSO saw him work his way up through the ranks as the agency grew from a few hundred personnel to over 1500. Rick earned the opportunity to command multiple divisions within the TCSO. He has held command positions in the Homicide division, SWAT, White Collar Crime, Computer Forensics, Family Violence, Child Abuse, Intelligence, Crime Lab, 911- Communications, School Resource Officers, Canine (K-9), Lake Patrol, Traffic, Patrol Platoons and the Field Training Officer Program. Rick has experience with budgets as large as $80-million, including employee compensation packages and equipment solutions.

In 1992, Rick designed his first Field Training Officer Program (FTO). He formed his training and consulting firm in 1995 and began instructing and consulting on Field Training programs for police agencies across the county.  Rick has expanded his training and consulting business over the years to include police instructor development, investigations and various police leadership topics.  There are agencies across the country using training programs designed by Rick.

Rick has also held high level leadership roles in Incident Command during natural disasters such as the deadly Jarrell Texas tornado (F5) of 1997 (that killed 27 people), Hurricanes Rita and Katrina as well as a host of public events many in excess of 60,000 attendees such as the ROT Rally & Aquapalooza.

As a member of the Operations Board for the Combined Transportation Emergency Communications Center (CTECC) representing the Travis County Sheriff's Office, he was part of a multi-jurisdictional team which created a state of the art regional digital radio and mobile data system that now serves over a million people in central Texas, and set the national standard in interoperability.

His technical expertise includes: assessing Police unit efficiencies, design, review, and implementation of training programs, instructor development, and investigative training and consultation.  The Post Falls Police Dept. uses a New Supervisor training program Rick designed specifically for them and many of the officers in the area have attended his training.

As a mentor and trainer, he created a Field Training Program still utilized by the Travis County Sheriff’s Office to this day and one that has been widely adopted by Police agencies across the country.

Since his arrival in Idaho eight years ago, Rick has designed Field Training Officer programs for many local police agencies. Rick’s decades of training police officers has made him an effective listener, communicator and motivator.

Rick and his wife Deb discovered Northern Idaho late in their careers and upon their retirement in 2011 moved to Post Falls, where Rick’s training firm is now based. Rick and Deb have three children and four grandchildren.

Rick’s business success has afforded him the opportunity to give back to the community that he has come to love and call home.
